PAP Community Foundation (PCF) employs over 8,000 staff who provide preschool education to more than 40,000 children at 360 facilities and senior care at 7 Senior Care centres across Singapore.

“I was an intern with the Human Resource Division few years ago, and I like how the interns are being treated – just like any full-time employees. During my internship, I had the opportunity to work on actual HR work and I felt a great sense of achievement and inclusion.

Soon after my internship, I decided to work with one of the preschool centers for my final year project where we experimented and infused the latest cutting-edge technologies into the Early Childhood program. While working closely with the Principal and teachers, we invented a gaming platform to strengthen the 5 pillars of children development and created AR storybooks for visual stimulation. The response for the showcase was awesome, and I was totally blown away by PCF’s strong company culture to nurture the growth mindset.

Fast forward to today, I am proud to say that I am 2 years old in PCF. Imagine waking up and looking forward to working with your colleagues every day, there is nothing more awesome than that. Having a growth mindset while working under such a great company culture certainly fosters a great sense of unity and belonging. PCF is definitely MY best place to work in!”

The pandemic greatly disrupted their daily work—they had to function fully on a reduced number of staffers, and increase the cleaning of facilities, including daily disinfecting of toys.

PCF implemented additional precautionary measures to ensure the safety and security of children and seniors, addressed concerns of parents and families and went the extra mile to assist foreign colleagues who were stranded overseas due to flight cancellations and border restrictions. Concerned about increased stress, longer hours and added workflows, PCF committed to supporting total employee well-being, encompassing financial, psychological, emotional, physical and environmental aspects. A one-off special bonus was given to all staff in recognition of their significant efforts in the face of staffing restrictions, 16 professional cleaning contractors were engaged to regularly disinfect all premises for peace of mind, and PCF senior managers sent weekly, personal encouragement notes to staff which prompted staff to reply with their own encouragement of the leaders. A PCF Yammer channel was initiated for staff to share words of support and inspirational stories.

In addition to creatively sourcing and expediting the urgent purchases of Personal Protective Equipment such as masks and sanitizers, PCF purchased 650 UV sterilizers to disinfect school supplies and toys and engaged 16 professional cleaning contractors to disinfect all 360 Preschools and 7 Senior Care centres regularly.

Their commitment to all staff was commendable. For staff stranded overseas, PCF even revised their group hospitalization and surgical coverage to remove geographical limitations in the event that they needed medical attention. Not forgetting the community, PCF invested nearly $13m through measures such as fee rebates, waivers, relief packages and care packs for thousands of Singapore families.

They also arranged for meet-and-greet services at the airport to welcome employees returning from overseas, help them transition to their prescribed quarantine locations and provide updates on government advisories.

To be eligible for the World’s Best Workplaces list, a company must apply and be named to a minimum of 5 national Best Workplaces lists within our current 58 countries, have 5,000 employees or more worldwide, and at least 40% of the company’s workforce (or 5,000 employees) must be based outside of the home country.
