Key insights

  • From 1 July 2028, Singapore organisations with more than 200 employees must employ at least one HR professional certified at IHRP-CP level or higher.
  • IHRP-CP candidates need at least three years of relevant HR experience plus 45 hours of HR-related training or an HR education qualification.
  • An extra S$100 government subsidy brings the IHRP-CP fee to S$163.50 for Singapore citizens and permanent residents until 30 June 2028.

From 1 July 2028, every Singapore organization with more than 200 employees must employ at least one certified HR professional. The requirement may involve a single person on the organization chart, but it puts HR capability squarely in the frame of workforce governance, fair employment and business risk.

As a practical requirement it might seem small on paper, but there’s a lot behind it. Singapore is putting a formal professional baseline under the people decisions that shape careers, pay, hiring, fairness and organisational change.

Singapore wants to lift its certified HR workforce from about 9,000 people to 18,000 by 2030, representing 40% of the profession. For employers, this is a compliance deadline with a clear signal attached: HR capability is moving closer to the core of business governance.

Up from about 9,000, or roughly 40% of Singapore’s HR workforce.

What is Singapore’s certified HR professional requirement?

The rule applies to organisations in Singapore with more than 200 employees from 1 July 2028. They must employ at least one suitable HR professional who holds one of the following:

  • Pathway one

IHRP-CP certification or a higher IHRP tier

The Institute for Human Resource Professionals Certified Professional credential, known as IHRP-CP.

  • Pathway two

    An IHRP-recognised international HR qualification

An equivalent international credential recognised by IHRP, subject to any bridging requirements.

The government will not prescribe the person’s job title, seniority or portfolio. That gives employers room to choose the HR practitioner who fits their structure. It also prevents a familiar corporate sport: inventing an impressive title while leaving the work untouched.

The context. The rule sits alongside the planned roll-out of Singapore’s Workplace Fairness Act and changes to the Employment Act. The policy is aimed at stronger judgement and more consistent standards in decisions that can materially affect workers.

Why is Singapore mandating a certified HR professional?

The requirement came from the Tripartite Workgroup on Human Capital Capability Development, convened in February 2025 by the Ministry of Manpower, National Trades Union Congress and Singapore National Employers Federation.

Over 18 months, the workgroup consulted more than 1,000 employers, workers, HR professionals, industry groups, academics and public agencies. Its conclusion was blunt enough: as AI changes jobs and workforces age, businesses need stronger capability to make people decisions with care and competence.

The certification rule is one of five accepted recommendations. The wider agenda includes:

  • Singapore Opportunity Index

A new index to help assess the career opportunities employers create.

  • Workforce-planning support for SMEs

Help with workforce planning and access to experienced HR leadership for smaller firms.

  • People-centred AI support

AI starter kits and guidance on responsible AI use in recruitment.

  • Development for senior HR and people leaders

Leadership programs designed for senior HR and people leaders.

What should employers do before July 2028?

Most larger firms have time to prepare, though the cleanest route will take planning. IHRP-CP candidates need at least three years of relevant HR experience plus 45 hours of HR-related training or an HR education qualification.

That excludes the last-minute scramble many organisations reserve for mandatory training, usually somewhere between a fire drill and a calendar reminder.

Start with a short readiness review

  1. Confirm whether your Singapore headcount exceeds 200 and map likely growth before July 2028.
  2. Identify HR professionals who already meet, or are close to meeting, IHRP-CP eligibility.
  3. Check whether existing international credentials may be cross-recognised by IHRP.
  4. Build certification timing into workforce, compliance and succession plans.
  5. Review the people decisions most exposed to new fairness expectations, including recruitment, promotion, performance and restructures.

Funding help is available. The Ministry of Manpower says organisations can use SkillsFuture Enterprise Credit to offset remaining out-of-pocket certification costs under the redesigned Enterprise Workforce Transformation Package.

How much will IHRP certification cost?

Singapore residents who pursue certification between 1 October 2026 and 30 June 2028 will receive an additional S$100 government subsidy on top of existing support.

This brings the IHRP-CP fee to S$163.50 for Singapore citizens and permanent residents. IHRP Senior Professional certification will cost S$272.50. Both certifications are valid for three years.

CertificationFee for citizens and PRsValid for
IHRP Certified Professional (IHRP-CP)S$163.50Three years
IHRP Senior Professional (IHRP-SP)S$272.50Three years

Fees include the additional S$100 subsidy and apply from 1 October 2026 to 30 June 2028.

The subsidy window ends one day before the requirement begins. Employers that wait until mid-2028 will find themselves paying more for the same credential, with less time to solve any eligibility or assessment issues.

A certification rule cannot carry culture alone

A certified HR professional can improve the quality of advice reaching leaders. They cannot fix a business that treats workforce planning as a quarterly spreadsheet exercise or managers as accidental people leaders.

The strongest organisations will use the deadline to ask harder questions. Do managers know how to have a fair performance conversation? Can employees see a credible route to develop? Are AI-enabled hiring tools being tested for fairness before they start filtering applicants?

Those are culture questions with operational consequences. A certification may help HR hold the line, but it will still need leaders who are prepared to listen when the answer is inconvenient.
